The Council of the EU

It discusses Commissions proposal, it also can ask EC to prepare a draft concering selected subject;
In some areas the Council is the primary legislator, e.g. CFSP and JHA;
Voting procedures in the Council: Unanimity;
QMV: - 255/345 + 2/3 of member of the Council + 62% population (weighted voting system: http://www.consilium.europa.eu/council?lang=en 55% of the members of the Council, no less than 15+65% population, 72%+65%;
Blocking minority consists of at least 4 members of the Council;
Not all members participate in voting: 55%+65%, blocking: minimum number of Council members+35% population+1 member, 72%+65%;
Simple majority;
Decision-making procedures within a bicameral system:
Simple procedure;
Special procedure; An essential role of the Committee of the Permanent Representatives of the Governements of the Member States; The European Council There are 4 meeting per year; EC president can convene special meeting;
Structure: heads of states/governments, president, president of the Commission, High Representative for Foreign Affairs and Security Policy;
No powers to pass laws;
General political directions and policies setter;
Decisions taken by consensus, exepts from situations when the Treaties provide otherwise;
Its president is elected for a period of 2,5 years (renewable once) by the EC by QMV;
