Because curl E = −∂B∂t there can be no time-varying magnetic flux density B and
hence in this assumed linear medium, no time varying magnetic field H. There can
however be a steady magnetic flux density B and magnetic field H. In practice these
fields take a long time to establish or to change to a new steady value, the time depending
on just how large the conductivity of the material is.
